The 60-second answer

You want Canadian permanent residence, and you have worked out that you need to prove your English. The question is which test to sit. Here is the short version: Immigration, Refugees and Citizenship Canada (IRCC) does not run its own exam. It accepts results from a fixed list of approved third-party tests, and every one of them is converted to the Canadian Language Benchmarks (CLB) scale that the whole system runs on.

For English, the approved tests are PTE Core, IELTS General Training and CELPIP-General. For French, they are TEF Canada and TCF Canada. Any of these is accepted for Express Entry and for the Provincial Nominee Programs (PNPs), so acceptance is not the deciding factor. What matters is the CLB you reach, because that is what feeds your Comprehensive Ranking System (CRS) score. You need CLB 7 in all four skills to clear the Federal Skilled Worker language threshold, and CLB 9 to earn the maximum language points. First, the trap: Canada uses PTE Core, not PTE Academic

The single most common mistake we see is confusing the two Pearson tests. Canada uses PTE Core for economic immigration, not PTE Academic. They are different exams with different task types and different scoring, and IRCC does not accept PTE Academic for Express Entry or most PNP streams.

The quick rule: sit PTE Core if your goal is PR. PTE Academic is the test for university admission and for migration to Australia, New Zealand and the UK. If you are also applying to a Canadian college or university, that study permit route generally accepts PTE Academic instead, so some people end up sitting both. The approved tests for Canada PR, and what they map to

Here is the full approved list for Express Entry, split by language and by what each result converts to. Every test reports to CLB (or its French equivalent, the Niveaux de compétence linguistique canadiens, NCLC), which is the only scale the CRS actually reads.

Two notes worth keeping. First, for English you must sit IELTS General Training, not IELTS Academic, and PTE Core, not PTE Academic. Second, French is not a fallback for weak English; it is a strategic lever. Even a modest French result can add CRS points and open French-speaking Express Entry draws, so if you have any French, it is worth measuring.

CLB is the real currency, not the raw score

Whatever test you sit, IRCC ignores the raw number and reads the CLB level it converts to. That is the great equaliser: a CLB 9 from PTE Core, IELTS or CELPIP is worth exactly the same in your CRS score. So the decision is not “which test is scored highest” but “on which test can I most reliably hit my target CLB in all four skills.”

The CRS rewards each skill separately, and it is not a simple average, so your weakest skill sets your effective CLB for points. One skill sitting a band low quietly caps your score. PTE Core to CLB conversion

If you choose PTE Core, this is the table that matters. Pearson publishes an official CLB conversion for PTE Core, and the approximate per-skill ranges are below. These are PTE Core scores, not PTE Academic scores, and the two scales are not interchangeable.

Read it by column, not just by row: to claim CLB 9 you need to be in the CLB 9 band on every skill at once. That is why a strong speaker with a soft reading score can still be stuck at CLB 7 for points.

The CLB levels that actually move your CRS score

Two CLB levels are the ones to plan around: CLB 7 and CLB 9.

  • CLB 7 is the floor. To be eligible for the Federal Skilled Worker Program you must reach CLB 7 in each of the four abilities. Miss it in even one skill and you do not meet the FSW language requirement at all.
  • CLB 9 is where the points top out. For your first official language, CLB 9 and above earns the maximum per-skill CRS language points, and it is also the threshold for the “Superior English” band that unlocks the extra skill-transferability and education points.

The gap between them is large. In the CRS core language section, each skill at CLB 9+ earns 32 points, versus 16 points at CLB 7. Across all four skills that is 128 points at CLB 9+ against 64 at CLB 7, a 64-point swing from language alone, before the additional skill-transferability bonuses. In most Express Entry draws, 64 points is the difference between getting an Invitation to Apply and waiting. Since draw cut-offs have often sat well above 480, targeting CLB 9 rather than settling at CLB 7 is usually the highest-leverage thing you can do.

How to choose between PTE Core, IELTS and CELPIP

Because all three English tests map to the same CLB scale, pick the one whose format suits how you perform, then the one you can most reliably hit your target CLB on. A few practical pointers:

  • PTE Core is fully computer-based and AI-scored, with no human interviewer, and results usually come back quickly. That suits people who want a consistent, machine-marked test and a fast turnaround for a profile deadline. IRCC can also retrieve PTE Core scores directly via the Score Report Code, so there is no manual score submission.
  • CELPIP-General is also fully computer-based, uses Canadian English and reports directly in CLB, which some Canada-bound test-takers find intuitive. Availability is strongest inside Canada.
  • IELTS General Training is the most widely available worldwide and offers a face-to-face speaking interview, which suits people who prefer talking to a person over recording answers.

None of them is universally “easier” because they all convert to the same benchmark. The real question is which format lets you reach CLB 9 across every skill. The only way to know is to sit a full, scored mock under time pressure and see where your weakest skill lands.
